ACLU reports abuse charges at 2 St. Louis jails

ST. LOUIS — The American Civil Liberties Union of Eastern Missouri alleges a pattern of beatings, sexual misconduct and other crimes at two jails in St. Louis.

The St. Louis Post-Dispatch is reporting on its Web site that the 74-page report was released Tuesday.

The report quotes six corrections officers who wish "to remain anonymous because of the atmosphere of intimidation and retaliation" in the jails.

Allegations include that guards bring drugs into the facilities and that inmates are denied medications and made to lie in filth and waste.

The city counselor and acting chief of staff for Mayor Francis Slay, Patricia Hageman, questioned the credibility of the report.

The allegations about the conditions at the St. Louis City Justice Center and the Medium Security Institution have been forwarded to the U.S. Justice Department.
