JEFFERSON CITY — A Missouri judge has denied an attempt to keep an earnings tax initiative off the November ballot.

A lawsuit by a Kansas City official and union president claimed the tax measure violated the state constitution and should be barred from the ballot.

Cole County Circuit Judge Jon Beetem on Monday refused to block a vote on the measure. Other allegations raised in the suit will be decided after the election, if the ballot measure passes.

The initiative would require voters in St. Louis and Kansas City to approve their cities' earnings tax every five years. It would also bar other Missouri cities from imposing earnings taxes.
