The defense for James Kraig Kahler is scheduled to call former City Manager Bill Watkins to the stand Tuesday in Kahler's capital murder trial, entering its third week in Osage County District Court in Kansas. Watkins was Kahler's supervisor when the latter was director of Columbia Water and Light in 2008-2009.
