This is his first time to run for a commissioner's seat.

He said his familiarity with Boone County issues and Boone County government add weight to his file, and he is willing to help people by making wise decisions.

"I know every square, and I know what people do for their living in the northern district," Dollar said.

He called himself unbiased and said he has no political agenda, which gives him added qualifications for the job.

"It's all about details, " Dollar said. "It's about being willing to help people, to care about people and to provide good service to the public. "

"The most important things for the commission are the budget and the growth of population," he said.

To address those issues, Dollar suggested having more gas-saving vehicles for the commission. He also said it's important to maintain the public infrastructure when the population is growing so quickly.

Dollar, 53, has lived in Columbia for 40 years and has been a member of the Planning & Zoning Commission for four years. He was a county surveyor from 1988 to 1991.

He has served on the Board of Equalization as a surveyor since 1990 and was a member of the Boone County Democratic Central Committee from 2004 to 2008 from Bourbon township. Dollar has been a licensed pilot for 15 years.

He received a degree in land surveying from the University of Arkansas and will earn a master's degree in English from Ottawa University this spring.

The incumbent commissioner Skip Elkin has declined to seek another term.

Previously, Democrats Darin Fugit, O.J. Stone and Janet Thompson filed for commissioner, as did Republicans Don Bormann and Lance Robbins.

The primary election is Aug. 7.
