Jane was born May 15, 1923, on Elmwood Farm near Meridian, Mississippi.  She lived at Elmwood Farm until 1939 when the home place burned and the family moved into Meridian. In 1940, at the age of 17, Jane won the Servel sponsored National Contest in Home Economics and was awarded a trip to Washington, DC. Through an extra award by the Peoples Water and Gas Company of Meridian, Jane spent several days in New York City and visited the World's Fair. Jane graduated from Meridian High School in 1941. She met Robert Smarr when he was stationed at Key Field in Meridian while serving in the U.S. Army Air Corps.  They were married on June 6, 1943 in Meridian and enjoyed 65 years of marriage until Robert passed away in 2008.

After the war, Jane and her husband Robert moved to Columbia and ran the R.L. Smarr Florist business from 1946 until 1979 when they retired. In addition to running the flower shop, Jane raised three sons and was a wonderful mother. Jane and Robert enjoyed traveling and took many driving trips around the country. It was a family tradition every summer to load up the car and take her sons to Meridian to visit her six brothers and sisters and their families. Jane loved visiting with her family in Mississippi.

Survivors include three sons, Larry Smarr and his wife Janet of La Jolla, California, David Smarr and his wife Karen of Columbia, Charles Smarr and his wife Teresa of Columbia; five grandchildren, Joseph Smarr, Benjamin Smarr, Melissa Smarr Jacobs, Stephanie Smarr and Brian Smarr and three great grandchildren, Henry Jacobs, Graham Jacobs, and Elisabeth Smarr.  Also surviving is her sister Henrietta Jones of Meridian and niece and nephew Mary and Michael Bancroft of Columbia.
