VOTERS GUIDE 2012: Candidates for Randolph County sheriff, assessor, county commissioner

Duties are to provide the highest level of law enforcement service possible to the citizens. The sheriff strives to not only reduce crime but to reduce the fear of crime in citizens.


Personal: He is divorced and has two daughters.

Education: Graduate of Moberly Area Community College.

Occupation: Worked in law enforcement and corrections. Former certified law enforcement officer of 26 1/2 years.

Background: Has more than 2,100 hours of continued education credits; belongs to the Higbee Masonic Lodge; member of Ararat Shrine Temple; member of Coon Creek Shrine Club; member of Moberly Optimist Club; member of Huntsville Rotary Club; member of Randolph County Caring Community Partnership; member of Moberly Community Betterment; member of North Missouri Drug Task Force; member of Northeast Missouri Major Case Squad; member of Central Missouri Major Case Squad; member of Randolph County Child Fatality Review Board.

DAVID MAGRUDER (I), Huntsville

Personal: He has been married to Alesia Klote for 20 years. They have three children.

Education: Graduate of Montgomery County High School; graduate of Missouri State Highway Patrol Basic Police School, 1987; has more than 900 hours of training from Kansas City Police Academy.

Occupation: Currently a bomb dog handler serving in Basrah, Iraq, with the Diplomatic Security Service. Law enforcement officer for more than 25 years. Formerly worked for Kansas City Police Department, Randolph County Sheriff’s Department and Ralls County Sheriff's Department.

Background: Certified POST instructor; captain on the Randolph County Sheriff’s Department; Supervisor of the 20/40 sector of the Kansas City Police Department; acting sergeant for the Kansas City Police Canine section; field training officer; team leader for Basrah, Iraq, Diplomatic Canine Security Service; certified instructor and certified official for the National Police Canine Association; recipient of Randolph County’s Distinguished and Dedicated Service Award; recipient of Kansas City’s Meritorious Service Award; has three letters of commendation; has numerous supervisor notices; has received more than 6,000 hours of law enforcement related training.





The county assessor’s duties are to discover and value, per state statute, all taxable personal and real property in the county, annually, and to strive for uniformity of assessments which assures property owners equitable treatment, and to do so in a friendly, respectful manner. In order to remain in office as a certified assessor, one must attend an annual training session of 20 hours. In addition, county assessors must also attend a State Tax Commission approved course in assessment once every two years for 32 hours.


Personal: Married to Pat Tregnago for 39 years. He has one daughter, one son-in-law and three grandchildren.

Education: Graduate of Renicks High School; attended Moberly Area Community College; has taken several night classes and appraisal courses.

Occupation: County assessor for more than 27 years; former Realtor for four years.

Background: Recently awarded as advanced certified assessor; recognition from Missouri State Assessors Association; active in Huntsville Rotary Club; active in Renick Education Foundation; member of the National Rifle Association for 15 years; active in the family farm operation; avid quail hunter.

J. KEVIN STONE (R), Moberly

Personal: Single.

Education: Graduate of Moberly Senior High School, 1988; attended Longview Community College Appraisal Introduction, 1992; graduate of Moberly Area Community College, 1996; bachelor of arts in individual studies with a concentration in history and political science and a minor in computer information systems, Columbia College.

Occupation: Owner of Stone’s Appraisal Services and works as a fee appraiser for Federal Home Loan Banks, Federal Housing Administration and U.S. Department of Agriculture.

Background: Served as past vice president of the Moberly Kiwanis Club; former member of Moberly Area Community College Jazz Band; enjoys creative writing, music and piano playing.

Eastern District Commissioner


The County Commission is the executive body of Randolph County operating under guidelines established in the revised statutes of the state of Missouri. Within that authority the commission enacts ordinances, resolutions and policies, supervises the activities of county departments, fixes salaries, adopts the annual budget, provides for construction and other services and conducts hearings on ordinances.


Personal: Married to Sandra Wilcox for 33 years and has two children and one stepson.

Education: Attended Moberly Area Community College; military officer training

Occupation: Eastern District commissioner for Randolph County. Owns and operates his family century farm. Retired as a chief warrant officer with 39 years of federal service on active duty and with the National Guard.

Background: Sixth generation Randolph County resident; two-tour Vietnam veteran; two-tour Iraq veteran; retired as chief warrant officer 5, commander, maintenance manager and helicopter pilot; elected Boone Electric co-op board of directors for more than 20 years; past president, vice president, treasurer and member of Renick R-V School Board; lifelong member of Trinity United Methodist Church; member of the Missouri Farm Bureau for 39 years; past president of Randolph County Farm Bureau; past Missouri Young Farmers & Ranchers chairman.

Personal: Married to Jill Hughes. They have two daughters, one son and nine grandchildren.

Education: Graduate of Keytesville High School; graduate of Moberly Area Community College; graduate of Columbia College, majoring in education and psychology.

Occupation: Chief deputy juvenile officer for Randolph and Howard counties; has worked with the juvenile courts for 19 years; former heavy equipment oiler/operator and with Nemo Coal and Associated Electric Cooperative Inc.

Background: Member of Grant Lovell Chapel AME Church; has served on community committees and boards, including Moberly Parks and Recreation Board, Higbee Senior Citizen board, Salvation Army board, Parents and Teachers board, YMCA board and as president of Adult Education and Literacy board at Moberly Area Community College.
