County Commissioner Southern District

WHAT'S THE JOB:

The Saline County Commissioner for the Southern District is in charge of setting the budgets for the county, supervising maintenance the 411 county roads and 48 bridges, signing and reviewing all purchase orders that elected officials purchase, signing all contracts the county engages in, and reviewing the hiring for any county employee.

MONTE FENNER (D), Marshall

Personal: He is 64 years old, married to Henrietta Fenner. They have two daughters.

Education:  High school diplomaand two years in college

Occupation:  Fenner has worked as a farmer for 45 years and an auctioneer for 40.

Background: Previously was the mayor of Malta Bend, Mo.; currently a member of the Missouri Cattlemen’s Association, National Cattlemen’s Association, National Auctioneer Association, Missouri Auctioneer Association and the Farm Bureau.

Sheriff

WHAT'S THE JOB:

The Saline County sheriff is responsible for all calls that come in from the citizens, to respond to the calls and make sure that everything is handled.  The sheriff provides security for three circuit courts, jury trails, and the judge in Saline County; makes sure 30 people on staff are current on mandatory training hours mandated by the Missouri state law; serves civil papers; and manages inmates.

LEO GROTHAUS (R), Marshall

Personal: He is 59 years old, married, and has two sons and two daughters.

Education:  Law enforcement training at the Missouri State Highway Patrol Academy

Occupation:  Retired

Background: Retired special agent for 24 years at the Missouri Department of Revenue/Criminal Investigation Bureau; 29 years as Saline County Reserve Deputy, former Missouri State Highway patrolman; member of MCJIA major case squad; former member of the Missouri Deputy Sheriff’s Association; experienced supervisor manager and trainer, volunteer and recruiter for Court Appointed Special Advocates since November 2006; previous president of the Marshall Baseball Commission, Saline Area Baseball League, Marshall Soccer League; 33 years as an active member of St. Peters Catholic Church community; member of Knights of Columbus and Kiwanis Club.

WALLY GEORGE (D), Marshall

Personal: He is 66 years old and married with no children.

Education:  High school diploma and law enforcement classes

Occupation:  Sheriff of Saline County for the past 33 years

Background:  George has lived in Saline County his entire life except during his service in the Vietnam War.

Treasurer

WHAT'S THE JOB:

The Saline County treasurer is responsible for handling the county finances, moving money into proper accounts, making sure funds are accounted for and up to date; there are between 35-39 funds.

GINGER JONES BRUCKS (D), Slater

Personal: She is 55 years old. She is married and has two sons, Eli and Kale.

Education:  High School diploma

Occupation:  Works at GE Energy in Slater and as a hairdresser

Background: Brucks worked at the State Bank of Slater and managed financial records for Sam Jones Hardware.

MARTY SMITH (R), Marshall

Personal: He is 54 years old and married with a daughter, Emily, and a son, Zachary.

Education: Associate degree in information management from the U.S. Air Force

Occupation: Licensed Realtor in the state of Missouri, has a computer repair business and builds small websites as digital webmaster

Background:  Smith was born and raised in Saline County, and spent 22 years with the U.S. Air Force in administration, information management, budgets and contracts.

BALLOT ISSUES

What is it:  Should Saline County impose an out-of-state use tax?

Components:  If passed, this will renew a tax already in place. Missouri counties must pass a tax on out-of-state purchases.

Required for passage:  Majority vote

Cost if passed: No increase

When it takes effect if passed: Jan. 1
