The only time a stun gun can be used by a citizen is for lawful self-defense. However, the rules for stun gun use differ from state to state. All states allow members of law enforcement agencies to carry and use stun guns, but not all states give the same freedom to citizens. Some states prohibit stun guns completely, while others impose restrictions or require permits.
