Bill Easley, 70, stands in front of his Columbia home on Dec. 17. He has walked with a cane for nearly 20 years and uses crutches when his foot bothers him. Because he doesn't live near a grocery store and can't easily walk to the bus stop, he has to rely on friends and taxis when he needs to shop for food. "When you don't have transportation, you try to get to the closest," he said.
