As the Boone County pub­lic ad­min­is­trat­or, Cathy Richards is in charge of provid­ing the best pos­sible life­style for more than 400 cli­ents who cannot live in­de­pend­ently. Her of­fice co­ordin­ates everything from case­work­ers to care fa­cil­it­ies for a cli­ent base that in­cludes many people with men­tal ill­ness.
