Tenant in older housing says it isn't a home

Many low income individuals and families live in the older public housing in Columbia shown here June 29 at Unity Drive. One tenant complained about how thin the walls are, the difficulty of loud neighbors and the inability to make the apartment home because they can't put nails in the walls to hang pictures.
