A member of the U.S. Coast Guard walks Friday on the deck of a barge used to place navigational buoys, seen at right, along the Mississippi River to aid vessels as they travel up and down the waterway. A top Corps of Engineers official has ordered the release of water from an upper Mississippi River reservoir in an effort to avoid closure of the river at St. Louis to barge traffic because of low water levels caused by drought.
