The Mississippi River is expected to crest about 10 feet above flood stage Thursday at Dutchtown. The 100 or so residents in the southeast Missouri town have been seeking to have their homes bought out by the Federal Emergency Management Agency. But FEMA says Dutchtown has yet to supply an adequate cost-to-benefit analysis.
