COLUMBIA — As a member of the public, keeping up to date with what’s going on with transportation development districts in Columbia takes some effort.
The boards mostly meet during the day, and the meeting notices usually aren’t posted more than a week in advance on the City of Columbia’s calendar. For most of Columbia’s government, missing the meeting isn’t all that bad. Catching up is as easy as stopping by and reading the minutes and reports at city or county offices or online.
But finding the minutes of a TDD meeting requires knowing quite a bit about the board and who runs it.
During an eight-month review of Columbia’s 13 TDDs, the Missourian contacted the custodian of records of each of the districts and dug through stacks of bank statements, meeting minutes and court documents that easily exceeded 10,000 pages.
Handling millions of sales-tax dollars and managing construction of large road projects makes a lot of paper. It’s pretty dry reading, but it’s sales tax money paid by shoppers in Columbia, so the records are about as public as they can get.
