Judge says ballot issue financially unfair

Already barred from the November ballot, a proposed constitutional amendment limiting state spending suffered another setback Friday as a judge invalided an estimate of its financial impact.

The ruling by Cole County Circuit Judge Richard Callahan was the second this week to go against the proposed spending cap and the fourth against its supporting group, Missourians in Charge.

Callahan said the proposal’s financial analysis was insufficient and unfair.
