So now the school board has hired a company to do energy efficiency upgrades to schools without the work going through a public bidding process? It sounds like they didn't consult their architectural firm for planning this either. I guess Dr. Chase is very naive and very susceptible to good salesmanship. I wonder what the terms of this new contractual arrangement are? I would bet that it was sold as one of these new arrangements that could be funded by a "lease purchase" plan from operating funds, a long term interest arrangement, and will end up costing the school district at least 20% more than if the architect had reviewed the buildings, planned the upgrades to coincide with other plans, and paid for it with the facilities account. Does Dr. Chase have no fiscal training - beyond spending?
There are very good reasons that state law requires school districts and other public entities to bid anything over $15,000. Dr. Chase's actions once again are going to bring suspicion of corruption, collusion, and conflict of interest charges to the school district.
