IRS passes on Boone County Fire District audit

COLUMBIA — The Internal Revenue Service visited the Boone County Fire Protection District a few weeks ago but found no reason for an audit, reported Fire Chief Steve Paulsell at the Board of Directors meeting Wednesday.

The IRS did find a minor discrepancy in Social Security taxes charged to two temporary employees. The discrepancy, amounting to $8,127 in underpaid taxes, occurred because the temporary employees were not charged Social Security taxes. Permanent employees are exempted from paying Social Security taxes because they are given retirement packages and will not draw Social Security after retirement. But temporary employees who aren’t given retirement packages are required to pay Social Security taxes on their earnings.

The Fire Protection District will pay the full amount rather than ask the employees to pay back taxes from 2006 to 2007.

The board also chose an accounting firm to perform the fire district’s annual audit. Although it was not the lowest proposal for one year, the board agreed to accept the bid of Williams Keepers LLC because it offered a three-year proposal and was able to meet the June 1 deadline required by FEMA.

The bid is for $18,000 the first year, $19,000 the second year, and $20,000 the third year for a total of $57,000.

In other action:

  • The board transferred control of the Perseverance Endowment from the board to Perseverance Endowment Inc. The eight-person Endowment Commission, comprising two volunteer firefighters from each of the four volunteer services in Boone County, will have final say over how the endowment’s funds are dispersed. The money is used for assisting volunteer firefighters facing emergency situations, but no money has been given out since Sept. 11, 2001.
  • The board agreed to donate the $10,000 grant, donated by the Calvary Episcopal Church to buy a K9 rescue dog for Task Force One, to the Brent Henderson Family Memorial. Before he died, Henderson was the handler of a FEMA-certified rescue dog given to the fire district. The donation to the memorial fund is in exchange for the use of the dog and is the estimated cost to buy and train a FEMA-certified rescue dog.
  • Board member Shelly Dometrorch announced the Salary Review Committee will hold its last work meeting Thursday before the committee’s findings will be released.
