Have the bed bugs gotten all the way up to the top, which is home to a lot of local, state and federal communications equipment? Good luck fumigating that area.
Bed bugs tend to look for humans as they are attracted to human exhaling of CO2 as you sleep and exhale.
There would be no problem if that area above the 15th floor needed to be fumigated as many different agencies go up to that area for regular maintenance and as such access is available and you must remember being the building is "Federal" that the main CHA Maintenance Supervisor has the keys to that entire area.
That area can be fumigated and sprayed if needed with no harm at all coming to anything electrical at all.
So far the main infestations have been found on the South to the Western sides of the building which would encompass the entire South West corner roughly and mainly in those units with numbers ending in 5 to 8.
