The following are UM System President Gary Forsee's recommendations for spending cutbacks, supplemented by Chancellor Brady Deaton's points specific to MU:
- UM System Memo: Position reclassifications, mid-year promotions, mid-year salary adjustments
- MU Memo: Reclassifications and other adjustments can be considered if it means that an employee would leave and a position would be left open without them
--
- UM System Memo: Employee overtime, whether paid or given as additional time off
- MU Memo: Overtime can occur with immediate supervisor and next-level supervisor’s approval, and if it does not occur on a regular basis
--
- UM System Memo: Employee recognition events
- MU Memo: These events are important, but costs should be eliminated or reduced to a minimum
--
- UM System Memo: Employee dues for professional organizations, unless membership is a job requirement
- MU Memo: No explanation listed in Deaton’s memo
--
- UM System Memo: Employee training that is not directly required for job duties
- MU Memo: Only training for licensure, compliance, etc. … should be continued, and only in the most economical way possible
--
- UM System Memo: Non-capital building maintenance, except for repairs related to safety
- MU Memo: Some maintenance and repair should continue if there is direct negative effect on instruction, revenue or service. These claims must be documented
--
- UM System Memo: Travel
- MU Memo: Travel must be significantly reduced except for important research purposes
--
- UM System Memo: Business meals and refreshments
- MU Memo: These should be eliminated
--
- UM System Memo: Marketing and advertising done by outside vendors, except if it impacts a campus’ ability to generate future revenue
- MU Memo: The services should be continued only if they increase enrollment that would increase tuition revenue, fundraising, economic development and sale of MU services
--
- UM System Memo: Publishing, printing, copying (The memo recommends that electronic copies replace hard copies of documents.)
- MU Memo: Print publications that generate revenue or when information is sent to areas where there is not high-speed Internet service, such as rural Missouri
--
- UM System Memo: Supply purchases
- MU Memo: Contracted vendors should always be used
--
- UM System Memo: Non-capital equipment purchases (The memo cites computers not used in direct instruction or research as an example of such purchases.)
- MU Memo: Continue to use existing equipment unless it is dysfunctional
--
- UM System Memo: Consulting services, except when tied directly to future revenue
- MU Memo: Only contracts that generate revenue should be kept, such as student recruitment and donor support
--
- UM System Memo: Non-capital purchases for cars and furniture
- MU Memo: Do not buy furniture, carpet, etc. … unless it is absolutely necessary
