JEFFERSON CITY — The state Senate voted on Tuesday to add cell phones and fax machines to Missouri's no-call list and to regulate automated political phone calls.
Legislation given first-round approval Tuesday would require automated political phone calls to include a "paid for by" statement. Senators also voted to add polls seeking to influence public opinion, or push polls, to the no-call list.
Supporters said Missourians are simply fed up with such calls.
More than 2.7 million residential phone numbers are on the state's list of numbers that cannot be dialed by telemarketers.
The bill needs another vote before moving to the House. Similar proposals have failed in the House in previous years.

So the Senate is willing to sacrifice issue-oriented political speech over the telephone (e.g., push polls), but not their own ability to endlessly badger households who have signed up for the no call list. Why am I not surprised?
