St. Louis man charged in insurance scheme

ST. LOUIS — A St. Louis caretaker is accused of improperly taking out insurance policies on two of his clients, among other crimes.

Jason B. Hart pleaded not guilty Thursday to a 10-count indictment charging him with three counts of mail fraud, six counts of unauthorized credit card use and one count of theft of government money.

Court documents said Hart was paid to take care of 76-year-old Eugene Phelps and 46-year-old Christina Moran.

Federal prosecutors say he took out a $200,000 insurance policy in Moran's name exactly a year before she died in March 2008 following a fall. Police have called her death "suspicious."

He also got a policy in Phelps' name for $30,000. The insurer has refused to pay the Moran policy, saying Hart didn't have her permission.

Hart's criminal attorney says Moran was a friend of Hart's family and the policy wasn't improper.
