As a concerned citizen of Columbia I do not understand just how the City Council can get away with moving federal grant funding from one project to another when it has protested all along that it cannot move the GetAboutColumbia/PedNet federal grant funding.
Case in point:
City Council members continued an emphasis on social programs with maneuvers that included taking a total of $50,000 away from two federally funded infrastructure projects — improvement of east-side sidewalks and engineering on Highview Avenue — and reallocating that money to First Chance for Children, which improves early childhood programs.
OK, what gives here? Either the City Council can take and/or move federal funds or they cannot by city charter, state law or even federally mandated law.
Are we seeing a double standard out of city hall and our City Council or is this just a blatant, outright fleecing of Columbia?
