Suspect in double killing had violent past

JEFFERSON CITY — A Jefferson City man accused in a double killing had a troubled past.

David Russell Hosier has been charged with two counts of first-degree murder in the shooting deaths of 45-year-old Angela Gilpin and 61-year-old Rodney Gilpin. The Gilpins had been separated but were reconciling.

The Jefferson City News-Tribune reported that when Angela Gilpin sought an order of protection against Hosier last month, she alleged he was a former boyfriend who was stalking her.

Hosier also had been involved in three standoffs. The first occurred in May 1986 after Hosier had a confrontation with his wife and his sister. The second occurred the next month after Hosier refused to be taken for a court-ordered psychiatric evaluation.

He later served time after he held a woman hostage and beat her in November 1992 in Logansport, Ind.

Thanks ACLU for mandating that an unstable person is allowed to roam the streets, because of it, two more people have lost their lives. ACLU lawsuits have caused mental institutions to release persons who in the past have been kept for many years as they should have been. Mental health professionals have been conditioned to, or are afraid, to hold people who are not all that stable. At least half the Urban Outdoorsmen should be kept in a institution to keep them from hurting themselves or others. Congrats for the good work.

I'm sorry, could you point to the specific case that makes you think the ACLU is responsible for this tragedy, or are you just bloviating?
