ST. LOUIS — A panel has ruled the Missouri Department of Transportation must pay the family of a woman killed in a car accident because the department didn't do enough to warn of traffic conditions.

Jemma Dant died in 2005 after a tractor-trailer slammed into her vehicle and forced it into another truck. Westbound traffic on Interstate 44 in St. Louis was stalled past the exit lane and into its right traffic lane.

The St. Louis Post-Dispatch reported Tuesday that a three-person arbitration panel last week ordered the Transportation Department to pay $1.3 million to Dant's family. The agency actually will owe $350,000 because a $950,000 payment from the truck-driver and his company will be deducted.
