City agrees to settlement with man shocked with Taser

The city of Columbia has agreed to a settlement with Phillip Lee McDuffy, who was seriously injured in July 2008 after being shocked with a Taser and falling off an Interstate 70 overpass. The city will pay $233,544.63, along with $66,455.37 to Family Support Payment Center.
