PrintJEFFERSON CITY — Stimulus funds are being put to work weatherizing the homes of around 21,000 low income Missouri families.
Missouri has received $128 million in federal stimulus money to make homes more energy-efficient. Eligibility was recently expanded, so people who earn less than 200 percent of the federal poverty level can apply. That means a family of four that makes less than $44,100 annually is eligible.
The funds go to 16 consumer advocacy agencies around the state who weatherize the homes of low-income residents.

I would suspect that any home owner in a family of four with an annual income of less then $44,000 would have difficulty maintaining their home, if an average mortgage payment was still being paid. I would be interested to know if:
1. Eligibility is not extended to owner occupied homes where the first mortgage has been paid in full and the value of the home is above average.
2. The market value of the home is significantly low and weatherizing will not meaningfully increase its resale value.
3. The 16 agencies that process these applications do not financially benefit from being an agent of these federal-to-state monies.
4. A program to "weatherize" lower-middle class homes comes to pass.
5. The program excludes families who rent.
-Just seems to me that $128 million dollars should be able to pay for tons of plastic shrink wrap for more then 21,000 families' windows.
