JEFFERSON CITY — Legislation on foster care and adoptees' access to personal records has cleared the Missouri Senate and gone to the House.
The Senate gave unanimous approval Thursday to a bill expanding access to birth certificates for adoptees born after Aug. 28 of 2010.
The measure would also let adult adoptees obtain birth certificates and medical information through the state registrar's office, rather than going through legal procedures.
A separate bill, approved on a vote of 29-2, creates a foster parent recruitment program. Missourians could donate to the program through their state income tax forms.

What about adoptees that were born in 1944 in Missouri. Do they have access to birth records or is it the same ole same ole. We don't know who we are and the vital stats are closed. any comments and any changes in the future?
