Kirkwood victims memorial may be funded illegally, court to decide

KIRKWOOD — A judge will decide whether construction can move forward on a memorial to honor the victims of the Kirkwood City Hall shooting.
The memorial in the suburban St. Louis town is nearing completion, but KMOV-TV reports that resident Michael Moore has raised concerns about public money being used for the project, which he said is illegal.

Moore has filed suit and is seeking a temporary restraining order to halt construction until the suit is heard.
The shooting happened in February 2008 when disgruntled resident Charles "Cookie" Thornton killed two police officers and four city officials during a meeting at City Hall. Thornton was killed by police.
