In June, American Gary Faulkner, 51, was arrested in northern Pakistan in an area known for housing Taliban and al-Qaeda, according to Time Magazine. He was searching for Osama bin Laden while armed with a sword, pistol and night-vision goggles. At the time of his arrest, he claimed to have traveled to Pakistan multiple times to hunt bin Laden. An article from ABC News quotes a Pakistani official as saying, "We initially laughed when he told us he wanted to kill Osama bin Laden."
Faulkner, a construction worker, was hunting bin Laden with no plans to kill him, according to an interview with David Letterman. He does not want bin Laden brought back to the U.S.; instead, he wants bin Laden to be executed in the same manner as Saddam Hussein. And he plans to try again with another trip.
According to CNN, Faulkner has wanted to find bin Laden since 9/11. "You could say I'm a religious freak, you could say I'm a Rambo or a samurai or whatever, but you know what? I'm a person who said I'm going to get off my ass and do something."
Faulkner claims he came close to finding bin Laden.
"I bet my life on it that me and him were in the same mountains," he told Letterman.
Despite his arrest, Faulkner plans to return to Pakistan, according to the Associated Press. "You’ll find out at the end of August," he said.

Let's see now:
A civilian wouldn't have to lie about his intentions to get support.
A civilian wouldn't invade other countries using Osama as his excuse.
A civilian wouldn't create a billion dollar military industrial complex.
A civilian wouldn't care about election year.
And, a civilian couldn't do any worse.
