New York-based Michael Van Valkenburgh Associates was tapped in September to design a plan to improve the monument's riverfront park landscape, ease access for pedestrians and expand onto the Illinois riverfront in East St. Louis.
The gondola plan was included in one of the other finalists' plans.
Organizers look to complete the project by October 2015, the 50th anniversary of the 630-foot-tall arch's completion.
