Amendment 4 would amend the Missouri Constitution to change the restriction on how much experience workers must have before they can run bingo games.

Currently, the constitution requires two years of membership in an organization running bingo games; the change would reduce that to six months.

Gambling was illegal in Missouri, but that changed with a constitutional amendment in 1980, which allowed for bingo and related games to be run for charitable purposes. That amendment included the two-year requirement and a ban on advertising bingo games.

Supporters say passing Amendment 4 could allow smaller organizations to start up their own bingo games by allowing new members to quickly start working. It could also prevent clubs struggling to staff their games from ending their bingo programs.

In addition to changing the two-year restriction, Amendment 4 would also remove the language in the constitution that prohibits advertising the games, which a United States District Court ruled unconstitutional in 1998.

On the ballot

Here is the ballot language for Amendment 4:

Do you want to amend the Missouri Constitution to:

  • Remove language limiting bingo game advertising that a court ruled unenforceable?
  • Allow a member of a licensed organization conducting bingo games to participate in the management of bingo games after being a member of the organization for six months instead of the current two years?

State and local governmental entities estimate no costs or savings from this proposal.
